Felix was a drug dealer who was a good friend of Tony. Months after Tony's Mansion was raided, Tony went to Felix and asked what happened while he was gone. Felix told Tony that everyone was fighting for control of Miami, where Felix told Tony that the only drug dealer they could trust was Coco. Tony thanked Felix and told him that things could change if Felix worked for him, which Felix didn't hesitate to agree with him.
Felix becomes vital to Tony's new drug empire afterwards, arranging all of Tony' majors drug deals and hunting down connections to help Tony secure his profits and territories.
